JAPAN TIMES(英字新聞)の記事に文科省の航空モニタリングにより奥多摩のホットスポット化が判明したこと、それに対する都の対応について書かれていたので紹介します。(ボールド化筆者)

都は奥多摩のセシウム汚染を受けて、特産のわさび、やまめ、ゆず、キノコ類の放射線モニタリングを開始するということです。

An aerial radiation survey of the capital and Kanagawa Prefecture has revealed the northwest tip of Tokyo was tainted by an unusually high amount of fallout, while most other areas showed normal levels, a science ministry official said Friday.
The results, released late Thursday, show that fallout from the Fukushima No. 1 power plant contaminated part of the mountainous Okutama region on Tokyo's western fringe. Radiation readings in the area were the highest of the two prefectures at 100,000 to 300,000 becquerels of radioactive cesium per square meter.
The hourly radiation readings in the area hovered between 0.2 and 0.5 microsievert, but a few spots had higher levels between 0.5 and 1.0 microsieverts, science official Hirotaka Oku said.
Cesium ejected from the Fukushima plant was carried by winds in a southwestern direction through the northern parts of Tochigi and Gunma prefectures before heading south over eastern Gunma and western Saitama to reach Okutama, Oku said.
The geographic features of Okutama, notably its mountains and forests, made the area susceptible to catching radioactive materials, Oku added.
Contaminated areas were also spotted in eastern Tokyo, including Katsushika and Edogawa wards, which gave off hourly readings of between 0.2 and 0.5 microsievert per hour.
The highest levels of cesium-134 and -137 found in eastern Tokyo were between 60,000 and 100,000 becquerels per square meter in Katsushika, Oku said.
Cesium-134 has a half-life of two years and cesium-137 a half-life of 30 years.
The aerial monitoring didn't find much contamination in Kanagawa, however. Tainted areas were found only in some spots in the northwestern part, including in the town of Yamakita, with some areas containing between 60,000 to 100,000 becquerels per square meter at the most.
The monitoring was conducted by a helicopter equipped with a special device to detect gamma rays emitted from radioactive isotopes on the ground. Based on the detected amounts, the ministry used a calculation method to determine radiation levels about 1 meter above the ground.
Gamma rays decay as they travel through the atmosphere, and the ministry used that principle to perform its calculations to determine radiation levels near the ground, Oku said.
According to the science ministry, radioactive materials spewed from the stricken plant were carried away by the wind and landed on the ground mostly via rain, contaminating areas far beyond the Tohoku region.
On receiving the results of the ministry's survey, the Tokyo Metropolitan Government started preparations to conduct special food monitoring on produce from the town of Okutama, official Shinji Tomonaga told The Japan Times on Friday.
"Okutama is known for its production of wasabi. So we will conduct tests on wasabi from Okutama next week," Tomonaga said.He said Okutama is the biggest producer of wasabi in Tokyo. In 2009, 23 out of the 26 tons of wasabi production in Tokyo was from Okutama, he said.
Tokyo also plans to conduct tests on "yamame," a kind of trout that Okutama is also famous for, "yuzu" (citron) and mushrooms.
The metropolitan government will conduct sampling tests on other produce from Okutama as well, but the details haven't been decided, Tomonaga said.
As for Katsushika and Edogawa, it has no plans to conduct additional sampling for now because no radioactive cesium was found in its latest sampling tests in late September on "komatsuna" (mustard plant), which is grown in the area, Tomonaga said. The aerial monitoring was conducted from Sept. 14 to 18 as part of an effort also involving prefectures that started in June.

東北日本のセシウム降下は大量です。日本政府は、放射能汚染瓦礫を焼却許可しようとしています。キロ当たりの放射線濃度が8,000ベクレル以下ならです。
これを行なえば、深刻な問題が生じます。まずひとつは、福島原発が放出し既に地面に落ちた放射性物質を再び空気中に拡散させることになります。故意に!福島の周辺市町村の­除染が済んだ学校周辺や校庭に、瓦礫の焼却で再びセシウムが降ってきます。

Fukushima moms call out for help to save children

Moms in Japan are calling out for help to the foreign press. Please have a read.

Children in Fukushima are at risk!

The area within 20 km radius of the Fukushima Daiichi nuclear power plant was designated as a “caution zone”, where people are prohibited by law from setting foot. There is however no evacuation instruction yet issued for the areas near this zone, so that children go to school every day just as before.
 Recently, the Ministry of Education announced the following statement for 13 schools in the cities of Fukushima, Koriyama and Date: 

1) When air dose rate on their schoolyard and playground is below 20mSv / year or 3.8μSv / hour, outdoor activities are "safe" so that the facilities can be used as usual.
2) For the facilities exposed to the dose rate exceeding the level set as above, outdoor activities should be limited to one hour per day and kindergartens and daycare centers should not allow their children to play in the sandbox..

 The threshold established by the Ministry of Education for children is higher than for the area currently subject to planned evacuation and six times higher than for the "radiation controlled area".  Besides, this threshold of 20msv/year was found to be equal to the upper limit of exposure rate for nuclear power plant workers in Germany.

Currently, 75 percent of elementary and middle schools in Fukushima under survey is   reported to be contaminated as highly as in the "radiation controlled area".  Although children are not allowed to stay for longer than one hour in the
playgrounds and parks with a 3.8μSv or higher level of contamination, this threshold level seems to be too high to protect them from radiation poisoning.  Possible risks for children, who are several times more susceptible to radiation exposure than adults, thus remain ignored by the Japanese authorities.

 What will happen to the children ten or twenty years later?  
All the parents in Fukushima are in agony considering their future.  
A lot of people are beginning to raise their voices to say: Things shouldn’t remain as they are, 
we must save children.  
Faced with great authority of the Japanese government and TEPCO, however, they are yet unable to find any concrete solution.

We call for the following three actions from the government, Tepco and other authorities concerned.
1)     Establish a lower exposure threshold for children;
2)     Take as early action as possible to remove the contaminated soil from the schoolyards where a radiation level exceeding the set threshold is detected, or to allow the children at those schools to study at other schools outside the contaminated area;
3)     When evacuation of children with or without their parents is necessary, ensure that they can find appropriate hosting facilities and are supplied with the sum of compensation enough to sustain their livelihood.


Since TEPCO sponsors a number of nation-wide mass media, major TV stations and newspaper companies in Japan are not positive about such actions.  We therefore would like to appeal to you press people outside Japan for assistance. 
Please report as much as possible on this problem.  Please disseminate it to the world.
Please pursue the status quo of the children being exposed to radiation.
Please endeavor to save the future of children together with us.

1  "Radiation controlled area" is an area where the detected radiation level exceeds 1.3mSv/3 months or 0.62.2μSv/hour so that unnecessary entry in there is banned by regulation.  It is then designated as an “individual exposure controlled area”, where exposure rate is monitored and controlled for each of those working for radiation-related facilities so that the total exposure rate for an individual could not exceed a certain tolerated level.
